I have a question regarding suspend_data - is it always in xml format? The reason I ask is that an LMS I'm using (ASP.NET 4.0) is complaining about the xml that is coming back from the SCO when suspend_data is modified. The "fix" is to disable request validation which is not ideal. Any ideas?

Not really sure but it might be more a case of what the LMS is expecting to see rather than what it is getting.
Download the LMS Test package from this site and encode it as AICC, SCORM 1.2 and 2004.
You might find that it is happy with one of these but not the others. Implementation of standards like SCORM can be a bit random, its like describing a car as a thing with a wheel at each corner. While it is a common charteristic there are lots of variations on the theme.
