I was wondering how you make an agent talk. I see how to start with the actions and set it to talk, but then from there how do you tell them what to read.

The agent object doesn't have the funtionality of voice talking.

You will need to get a voiceover done, and then integrate this mp3 file of VO along with actions, so that they can match the lipsync and actions of the agents.
