I've just cut and pasted from a virtual arabic keyboard into courselab.
As you see below (these are the keyboard characters mapped into arabic.

Then I just cut and pasted them from the same source.
As long as you make the text right justified this should work in the text boxes.
You can still use the font size selector to increase the size of the text.
I used http://www.muftah-alhuruf.com/email.html and selected the floating keyboard. The characters produced by each key are shown on the main web site.
Not a full solution as you'll still have english in some of the components but hope this helps until localisation is supported in courselab.
