I've tried to create a hotspot in figures using Basic Shapes (rectangle). Is hotspot only availabel wit pictures?

Yes, hotspots are available for pictures only. This is HTML requirement. Autoshapes have no "pixel areas" (they are vector-based), therefore they cannot have hotspots.
