I set up next button for user to view next slide, and set up contents popup window with strict navigation that user can review the slide already viewed before.

When I select the content popup window, I can select next sequential slide.I hope user can’t jump to next page unless already viewed by click next button.

Is there any thing I need to setup to restrict user to navigate next page?

you can use NAVIGATION action to disable desired buttons or all navigation objects and the same action to enable navigation objects on some condition.
