Is it possible to make a test with 25 question randomly taken from base of 100 question?

I have some experiences with another learning module producer; that one can do it but it will cost you a lot of money.
I didn't know about the task controller but I am eager to know more about it.
Does anybody have at least some basic knowledge about it?

Not at the moment.
I don't think that true randomness was really a thing that SCORM was built for although it is possible to have multipath routes through a module.
Some of the flash based content generating software can but the construct controlling the random selection is custom action script in flash.
In Courselab this is where the task controller object ought to be used... Unfortunately it isn't documented and even the developers say it's complex and difficult to use.
